Likely an A/C track or line relay. Connects subway signals with the tracks sections they control. It detects oncoming trains & automatically changes signal lights. Relays also send train location & switch positions to the signal tower, enabling the tower operator to control some of the signals.
Cylindrical glass case with manufacturer name etched into the glass; inspector's paper tag glued to interior of cast iron base; visible electrical components include large black coils, magnetic contacts and vane mechanism; cast iron, circular contact board on top of relay; contact board with twelve contacts; each contact is a threaded bolt with a white plastic disc, inscribed with the contact number.
