Scope & Content This WWI proclamation informs citizens that the United States is entering into war with "the Empire of Germany", and calls for order and obedience among the residents of New York City during war time. The poster also reminds citizens that giving enemies of the United States "aid or comfort" is treason and punishable by death or imprisonment and a $10,000 fine. The proclamation is signed by Mayor of New York John Purroy Mitchel.
